How does buying in Marenegro Kilyos work?
As the project is completed, sales are resales: a contract is signed with a deposit and the balance is paid at the land registry together with the title transfer. During this process, the title deed, mortgage and lien check, review of the sale contract and the transfer are handled by Att. Egemen Yasin Şahalioğlu. Buyers who cannot travel to Turkey can complete the title transfer by power of attorney.
How do foreigners buy property in Marenegro Kilyos?
A foreign buyer first obtains a Turkish tax number and opens a Turkish bank account; then the title deed and encumbrance check, valuation report and contract are completed and the title is transferred. The land registry also confirms that the property can be sold to a foreigner. Every step is followed by Att. Egemen Yasin Şahalioğlu, who works on property purchases by foreigners.
What needs to be done after the title transfer?
After the transfer, the electricity, water and gas subscriptions are opened in the new owner's name, the owner is registered with building management and a property tax return is filed with the municipality. If a citizenship application will be made, the payment documents and the title deed annotation are added to the file at this stage.
How much do villas for rent in Marenegro Kilyos cost?
The current rental listing we found asks 440,000 TL (four hundred forty thousand lira) per month, about $8,870 (eight thousand eight hundred seventy dollars), for a 700 m² 8+2 seafront villa with a pool. Other rentals on the estate, such as a 5+1 with a pool, are also advertised, but we could not verify their prices.

What is the rental yield in Marenegro Kilyos?
Based on the single match we have, the gross rental yield is about 2.6% (two point six percent). Comparing the 200,000,000 TL sale listing with the 440,000 TL monthly rent for an 8+2 villa of the same type and size gives an annual yield at this level. We found no current rental listings for the twin villas, so the yield for these types cannot be calculated. Villa estates usually yield less than apartments; most buyers choose this one to live in or as a summer home.
Can units in Marenegro Kilyos be rented short term?
Under the rules in force since 2024, short-term rental requires a permit from the Ministry of Culture and Tourism and the unanimous consent of the other owners in a condominium building. In projects with many units this consent is hard to obtain in practice, so investment returns should be calculated on long-term rent.
What are the service charges and buying costs at Marenegro Kilyos?
Service charges at Marenegro Kilyos are set by building management according to the apartment's size and the compound's services. We obtain the current service charge for the apartment you are considering in writing from management and share it before purchase. The main buying costs on top of the price are:
By law, buyer and seller pay 2% each; the parties may agree otherwise.
A fixed fee charged for the title deed transaction.
Compulsory earthquake insurance taken out before the transfer.
Licensed valuation; compulsory for purchases by foreigners.
Present at the land registry for buyers who do not speak Turkish.
By Att. Egemen Yasin Şahalioğlu, from contract to title deed.
Fee rates may change with legislation; you can request the exact breakdown in writing before purchase. For new-build purchases, whether VAT is included in the price is also checked.
Can you get Turkish citizenship by buying in Marenegro Kilyos?
A home or office worth at least $400,000 (four hundred thousand dollars) qualifies for Turkish citizenship by investment; the threshold can also be reached with more than one property.
Every listing in Marenegro Kilyos is above the $400,000 threshold on price; even the cheapest unfinished twin villa is listed at around $701,000. Still, the figure that counts for a citizenship application is the value in the CMB-licensed valuation report. For villas delivered unfinished, the occupancy permit and the type of title (full condominium or construction servitude) need to be checked separately.
- The value is determined by a licensed valuation report.
- A no-sale annotation of at least 3 (three) years is placed on the title deed.
- Payment is made in foreign currency and documented through a Turkish bank.
- The application file is prepared and followed by Att. Egemen Yasin Şahalioğlu.
Legislation may change; current requirements are confirmed with the lawyer before applying.

Is Marenegro Kilyos a good investment?
Marenegro Kilyos makes sense for a family that wants to live in a villa with a garden near the sea and the forest in Istanbul; for an investor looking for short-term rental income, the yield is low. The estate is more than 20 years old and the price gap between unfinished and finished villas is large, so choosing the right villa matters more than the price.
- Low-density villa estate in the forest on the Black Sea coast
- Each villa has its own 550 – 1,000 m² garden
- Self-contained living with a beach club, ponds and sports areas
- All listings are above the $400,000 citizenship threshold
- Gross rental yield around 2.6%
- Far from the metro; transport depends on car and shuttle
- Unfinished villas need a large renovation budget
- Service charge is not public; it can be high in villa estates
Before buying, the title deed record, occupancy permit, mortgages and annotations, unpaid service charges and, for unfinished villas, the permit status of the remaining works must be checked. These checks are carried out by Att. Egemen Yasin Şahalioğlu during the title deed check and sales contract steps.
What other projects are near Marenegro Kilyos?
The closest alternatives to Kilyos are in southern Sarıyer, around Maslak and Seyrantepe. These are apartment projects, not villas; they are worth comparing for buyers who want to be closer to the city centre:
