Seba Flats apartments are priced from $230,000 (two hundred thirty thousand dollars) for a 1+1 up to about $680,000 (six hundred eighty thousand dollars) for a 4+1 duplex penthouse, according to estate agents' project pages; those pages carry no date and we found no active sale listing in October 2026, so treat the figures as a guide only. The project is a 202-home (two hundred two) residential complex built by Seba İnşaat on Cendere Caddesi in the Hamidiye neighbourhood of Kağıthane. It has two 13-storey blocks on a plot of about 10,040 (ten thousand forty) m², designed by TİBA Mimarlık. The complex was handed over between late 2018 and 2019 and the developer's sales are finished; today flats change hands on the resale and rental market. Vadistanbul mall is about 1 (one) km away and Levent about 5 (five) km. Property Time Istanbul's office is at Skyland in Sarıyer; every legal step of the purchase is handled by Att. How does buying in Seba Flats work?

As the project is completed, sales are resales: a contract is signed with a deposit and the balance is paid at the land registry together with the title transfer. During this process, the title deed, mortgage and lien check, review of the sale contract and the transfer are handled by Att. Egemen Yasin Şahalioğlu. Buyers who cannot travel to Turkey can complete the title transfer by power of attorney.

How do foreigners buy property in Seba Flats?

A foreign buyer first obtains a Turkish tax number and opens a Turkish bank account; then the title deed and encumbrance check, valuation report and contract are completed and the title is transferred. The land registry also confirms that the property can be sold to a foreigner. Every step is followed by Att. Egemen Yasin Şahalioğlu, who works on property purchases by foreigners.

What needs to be done after the title transfer?

After the transfer, the electricity, water and gas subscriptions are opened in the new owner's name, the owner is registered with building management and a property tax return is filed with the municipality. If a citizenship application will be made, the payment documents and the title deed annotation are added to the file at this stage.

How much are flats for rent at Seba Flats?

In the rental listings we could find for Seba Flats, a 110 m² 2+1 was asking 70,000 TL a month (about $1,400) and a furnished 209 m² 3+1 duplex 150,000 TL (about $3,000). The 2+1 listing dates from 2024 and has expired, and the 3+1 listing has no date; we saw no active rental listing in October 2026. Current rents may differ from these figures.

What is the rental yield at Seba Flats?

Putting the 2+1 sale and rent figures for Seba Flats side by side gives an indicative gross rental yield of 4% to 5%: about $16,800 a year in rent divided by a sale price of $330,000 – $410,000. Because the rent listing is from 2024 and the sale prices are undated, this is not a firm figure; it should be recalculated with current sale and rent listings before buying.

Can units in Seba Flats be rented short term?

Under the rules in force since 2024, short-term rental requires a permit from the Ministry of Culture and Tourism and the unanimous consent of the other owners in a condominium building. In projects with many units this consent is hard to obtain in practice, so investment returns should be calculated on long-term rent.

What are the service charges and buying costs at Seba Flats?

Service charges at Seba Flats are set by building management according to the apartment's size and the compound's services. We obtain the current service charge for the apartment you are considering in writing from management and share it before purchase. The main buying costs on top of the price are:

On the sale price4% title deed fee

By law, buyer and seller pay 2% each; the parties may agree otherwise.

Land registryService fee

A fixed fee charged for the title deed transaction.

CompulsoryDASK insurance

Compulsory earthquake insurance taken out before the transfer.

Foreign buyersValuation report

Licensed valuation; compulsory for purchases by foreigners.

Foreign buyersSworn translator

Fee rates may change with legislation; you can request the exact breakdown in writing before purchase. For new-build purchases, whether VAT is included in the price is also checked.

Can you get Turkish citizenship by buying in Seba Flats?

A home or office worth at least $400,000 (four hundred thousand dollars) qualifies for Turkish citizenship by investment; the threshold can also be reached with more than one property.

At Seba Flats, going by agency prices, the types that meet the $400,000 threshold on their own are the 3+1 duplexes (from $570,000) and the 4+1 duplex penthouse (about $680,000). 2+1 flats range from $330,000 to $410,000, so only large, upper-floor 2+1s come close to the threshold; 1+1 flats fall below it. Since citizenship is based on the price on the title deed and a licensed valuation report, anyone considering a 2+1 should see the valuation result before signing.

  • The value is determined by a licensed valuation report.
  • A no-sale annotation of at least 3 (three) years is placed on the title deed.
  • Payment is made in foreign currency and documented through a Turkish bank.
  • The application file is prepared and followed by Att. Egemen Yasin Şahalioğlu.

Legislation may change; current requirements are confirmed with the lawyer before applying.

  • The project is finished, so there is no delivery risk; agents say the title deed is ready
  • About 1 km to Vadistanbul, direct access to the TEM
  • On-site pool, hammam and gym, and 40% green space
  • A wide range of types, from 1+1 to a 4+1 duplex penthouse
